Motor Vehicle Accident w/Entrapment - Route 26 and County Road 54

On June 13th 2003 at 2350hrs, the Millville Vol. Fire Co was dispatched to a MVC at the intersection of DE 26 and Sx 54 in Clarksville. Initial reports from Sussex EOC were that one occupant may have exited the vehicle already and one was still in the vehicle, unknown of entrapment. While enroute, E84-1 under the direction of Deputy Chief Eric Huovinen was advised that one person was indeed still in the vehicle and that a language barrier existed. B84 arrived on scene and initiated patient care to the occupant and on arrival of E84-1 it was determined that pt was only entrapped due to the damage to the vehicle and he otherwise appeared unhurt. E1's crew stabilized the vehicle and started extrication. Rescue 84 arrived and Asst. Chief Evans assumed the role of extrication officer. Rescue 84's crew assisted in the removal of the door and the occupant exited the vehicle under his own power and was met by DSP and Ocean View Police Officers. The driver appeared to be impaired and after the DSP officer was able to establish verbal communications with the driver, he refused EMS care and was placed into police custody. Deputy Huovinen placed the incident under control and held E84-1 for cleanup. Rescue 84 and B84 were placed in service. After several minutes in custody the driver changed his mind and wished to be evaluated at a hospital. A84 packaged the patient and transported him to a local facility. Deputy84 terminated command and E1 was placed in service.
